Service Description: <div style='text-align:Left;'><div><div><p><span>The Change Detection products identify structures with probable changes that might otherwise go undetected. By comparing older pre-existing building outlines (GIS polygon shapefiles) to a newer Eagleview imagery source, potential changes are identified and categorized for further review. These products require the customer to provide a preexisting digital building outline dataset and the aerial imagery represented by the dataset. Using newer Eagleview imagery, pre-existing building outlines are updated to conform to the visible edges of the corresponding structure’s roof. Polygon shapes are also created for each new qualifying structure in the coverage area. Each building outline shape is classified and assigned a change status of “new”, “changed”, “demolished”, “existing” or “unknown.” The results are assembled into a “candidate” file and provided in geodatabase and shapefile formats suitable for analysis using Eagleview CONNECTAssessment or GIS applications. When a digital parcel file is supplied, each shape is linked to a parcel to facilitate the analysis.</span></p><p><span /></p><p><span>When visible, the following types of structures measuring at least 150 sq. feet (14 sq. meters) and at least five pixels wide (based on 12” (30 cm) or better GSD imagery) are included:</span></p><p><span>• Residential, commercial and industrial buildings</span></p><p><span>• Attached decks or porches that have a roof or railing or that are visibly raised (The customer must select whether to have decks marked with an individual point or be included within the outline of the attached building.)</span></p><p><span>• Isolated garages, mobile homes, sheds</span></p><p><span>• Greenhouses</span></p><p><span>• Grain silos and oil storage tanks</span></p><p><span>• Buildings under construction that at least have walls</span></p><p><span>• Trailer boxes with windows or doors (construction field offices)</span></p><p><span>• Other features with a roof</span></p><p><span /></p><p><span>The following structures are NOT included:</span></p><p><span>• Vehicles, boats, ships</span></p><p><span>• Docks</span></p><p><span>• Paved areas, including patios without a railing or wall</span></p><p><span>• Bare ground surrounded by a fence or wall</span></p><p><span>• Steel tower/frames, antenna, cell phone towers</span></p><p><span>• Changes in the vertical direction (e.g. a one-story building that is renovated to a two-story building)</span></p><p><span>• Billboards</span></p><p><span>• Tombstones</span></p><p><span>• Water towers</span></p><p><span>• Temporary tents</span></p><p><span>• Trailer boxes without windows or doors (storage containers)</span></p><p><span>• Structures or components not visible or unrecognizable for any reason, including image resolution, image quality, mosaic image seam line artifacts, shadows or obstructions.</span></p><p><span>• Swimming pools (unless PoolFinder is purchased with the project) </span></p><p><span /></p><p><span /></p><p><span>Candidate polygon shapefile – The associated attribute table includes the following fields:</span></p><p><span /></p><p><span>STATUS</span></p><p><span>Field Type – String; One of the following values is listed: Existing, Changed, New, Demolished or Unknown.</span></p><p><span>EXISTING: This is an unchanged building.</span></p><p><span>NEW: This is a building that appears in the newer imagery, but not in the older imagery.</span></p><p><span>CHANGED: This is a building showing some addition or modification to its shape.</span></p><p><span>DEMOLISHED: This is a building that no longer exists.</span></p><p><span>UNKNOWN: The condition of the building cannot be determined from an analysis of the imagery.</span></p><p><span>PARCEL FILE KEY</span></p><p><span>The name of this field matches the associated field in the customer’s parcel file (as identified by the customer) and contains the associated record ID. The delivered feature is linked to the record within the parcel file that the centroid of the delivered feature shape falls within, provided that the centroid lands within the delivered feature. For delivered feature shapes where the centroid does not land inside the feature shape OR the centroid does not land within any shape in the parcel file, the delivered feature is linked to the parcel shape record that covers the largest percentage of the delivered feature shape. This field is blank for customers that do not provide a digital parcel file for processing.</span></p><p><span>X, Y (two separate fields)</span></p><p><span>Field type – Double; Identifies the geographic center (centroid) of the outline polygon</span></p><p><span>AREA</span></p><p><span>Field Type – Double. The area enclosed by the outline polygon in the unit of the map coordinate system.</span></p><p><span>PREV_AREA</span></p><p><span>Field Type – Double; The area enclosed by the original polygon in the units of the map coordinate system. The value is populated only when the status of the outline is Changed.</span></p><p><span>PCT_CHANGE</span></p><p><span>Field Type – Double; Percent Change in area = (Area minus Prev_Area) divided by Prev_Area. The value is populated only when the Status of the outline is Changed.</span></p><p><span>REDRAWN</span></p><p><span>Field Type – String; this field is populated with a value of true in the cases where the structure has been tagged as Existing and the customer-provided outline has been modified (to improve accuracy) beyond a predetermined threshold.</span></p><p><span>COMMENT</span></p><p><span>Field Type – String; This field is blank and is left for the customer to populate as needed. </span></p><p><span /></p><p><span>Other Conditions</span></p><p><span>• These products are only available when using Eagleview produced imagery as the newer imagery source.</span></p><p><span>• All Eagleview imagery to be used must be licensed or owned by the customer.</span></p><p><span>• These products are created using the information visible in the imagery specified for use.</span></p><p><span>• The updated Building Outlines correspond to the structure’s roof edges in the newer imagery.</span></p><p><span>• The updated Building Outlines are positioned onto the imagery based on the roof location unless the base of the building is visible, in which case the outline is shifted to align with the visible base.</span></p><p><span>• If available and licensed by the customer, Eagleview may verify accuracy using oblique imagery, from the same data source as the orthogonal imagery used for processing.</span></p></div></div></div>
